A
double post-graduate, Lingaiah is well known for his tribal activism
and was instrumental in getting huge funds for tribal development works
in Burgampad region. He was the president of Girijana Abhudaya Samstha
and was instrumental in bringing Sanjay Gandhi to Yalambail in Paloancha
mandal. He was a Youth Congress Leader between 1974 and 1984. He was
elected an MLA from Burgampadu in 1984 and was elected Khammam ZP chief
in 2001.Between 2006 and 2011 he was the State president of Manyaseema.
His wife Chanda Bharati is a former ZPTC member. He is ad hoc district
convener of the YSRCP for Khammam.
